| United Mariner was founded by Captain Joseph Dady. Captain Dady is a USCG licensed mariner who has worked on Tugs out of New York Harbor for over thirty years.. He is a long term member in good standing in Local 333 of the United Marine Division of the ILA. He is a labor representitve to the United States Coast Guards Towing Safety Advisory Committee and is the current President of the National Mariners Association. Captain Dady is also a member of the Master of Towing Vessels Association. Captain Dady's work and contributions brought together an alliance that encompasses the East and West Coast, and the Gulf and Mississippi Regions of the US maritime. All mariners union members or not can contribute to our common cause by joining the National Mariners Association or the Masters of Towing Vessel Association.. Your reports to NM or the NMA are kept strickly confidential. Mariners reports are assigned a number and your name is never written or spoken without your written concent and only when it is needed to assist you with a renewal or review. |

About United Mariner United Mariner was formed in 2004 by a small group of concerned mariners from the New York Harbor area. Our group seeks improvements at the United States Coast Guards Regional Exam Centers and National Maritime Center. United Mariner documents reports from mariners on the proformance of the REC and NMC. It reports its data to Congress and the National Maritime Center. United Mariner members attend Tow Safety Advisory Committee meetings in Washington DC and align themselves with mariner advocacy groups. United Mariner petitions congress and lobbyies for the mariner in Washington D.C. The group assist mariners with their renewals through the National Maritime Center and guides new mariners through the documentation process.. Our members are volenteers and the group collects no fees. |

Towing vessel Inspection will change our industry in dramatic ways Section 415 of the Coast Guard and Maritime Transportation Act of 2004 (PL 108-293) brought towing vessels under the vessel inspection laws administered by the Coast Guard. The Coast Guard has been working on a new ruling which is expected to be out by 2010. AWO has played a significant roll in the proposed ruling through TSAC. TSAC final report recommended self regulation through a safety management system over physical inspection. That recommendation does not represent the intention of the Act of 2004 which makes it clear that a SMS can not be used to replace physical inspection of towing vessels. USCG must abide by Section 3305 of title 46 when carrying out vessel inspection. The law was not changed in anyway for towing vessels but merely added the words "towing vessel" to it.
